How Localization Is Reshaping Ukraine’s Defense and Dual-Use Industry

In the early stages of Russia’s full-scale invasion, Ukraine’s defense technology sector was driven by urgency. The priority was clear: assemble commercially available components into usable systems and get them to the frontline as fast as possible. This rapid, decentralized approach helped Ukraine meet immediate battlefield needs, but it also meant manufacturers were heavily dependent on imported components and vulnerable global supply chains.

Four years later, things have changed. As production capacity has expanded and the war has become a long-term industrial effort, the government has shifted its focus from assembling imported technologies to building a more resilient domestic defense and dual-use industry. Through procurement reforms, localization requirements, and incentives for joint production, Ukraine is encouraging manufacturers to invest in domestic capabilities rather than relying primarily on imports.

Localization is now becoming a defining feature of how Ukraine intends to build and sustain its industrial base and how international partners will engage with its defense and dual-use technology sector.

Localization is More Than Local Assembly

Ukraine’s localization framework is quickly evolving to prioritize domestic production. Draft Law No. 13392, adopted at first reading in November 2025 and currently awaiting further parliamentary consideration would extend and strengthen requirements for locally produced components in public and defense procurement. Rather than allowing companies to rely largely on final assembly or non-production expenses, the proposed framework is intended to place greater emphasis on actual manufacturing activity and value created in Ukraine, offering economic incentives in tenders for manufacturers who meet localization benchmarks.

The bill has not yet been enacted, so its final provisions may still change. However, the government has already introduced targeted requirements through measures currently in force. For example, Cabinet of Ministers Resolution No. 1504 requires that domestically produced systems demonstrate localization of at least 50% of production cost to qualify for inclusion in the government’s “Weapons of Victory” list.

The draft law indicates the direction in which the wider procurement framework may develop, while the “Weapons of Victory” resolution shows that localization is already being used in selected areas to determine which Ukrainian systems receive strategic status and access to more predictable state demand.

The government is also supporting localization through digital infrastructure. The Component Library, announced in 2025, provides a secure platform through which weapons manufacturers can identify verified Ukrainian suppliers of components such as antennas, batteries, flight controllers, frames, and propellers. Together, these measures show that localization is being pursued through both procurement rules and efforts to strengthen domestic supplier networks.

Building More Resilient Supply Chains

The push for localization is driven by more than economic policy. It is also a response to strategic supply chain vulnerabilities. Many Ukrainian manufacturers continue to rely on imported motors, optics, electronics, and other high-value components, with a significant share sourced from China. While these supply chains enabled Ukraine to rapidly procure essential components and procure large numbers of relatively inexpensive drones during the early stages of the war, they also created risks associated with potential export restrictions, geopolitical uncertainty, and dependence on suppliers who also do business with Russia and other adversaries.

Reducing those vulnerabilities has become a strategic priority. Government and industry initiatives are increasingly focused on expanding domestic production of certain critical components where supply chain vulnerabilities are acute, such as:

  • Electric Motors: The government’s aims to scale this to 50% by funding domestic brushless motor R&D and precision coil-winding facilities.
  • Thermal Imaging Cameras: Government-backed initiatives are funding local optical glass-molding and sensor-integration lines to achieve a 90% target.

By raising localization thresholds, the state ensures that final-system developers to seek out or fund domestic component suppliers. This has triggered a growth phase for specialized local developers producing components that have largely been imported, such as flight controllers, video transmitters, and secure telemetry links.

From Exporting to Partnering

Localization is also changing the way international companies engage with Ukraine. For many years, defense exports largely followed a familiar model: foreign companies manufactured equipment abroad and sold finished products to government customers. Ukraine’s evolving industrial policy increasingly favors a different approach. Companies that establish local manufacturing, invest in Ukrainian supply chains, or develop products jointly with Ukrainian partners are likely to be better positioned for long-term participation in the market.

Several recent partnerships illustrate this trend. Germany’s Quantum Systems and Ukraine’s Frontline Robotics established Quantum Frontline Industries to manufacture the Ukrainian-developed Linza UAV in Germany. Similarly, Auterion and Airlogix have created a German-Ukrainian joint venture to produce AI-guided autonomous systems for Ukraine and NATO allies. These partnerships combine European manufacturing capacity, financing, and market access with Ukrainian engineering and technologies developed and refined through operational use.

The broader direction is clear: Ukraine is seeking partnerships that strengthen domestic industrial capacity while integrating Ukrainian companies into European and allied defense supply chains.

Looking Ahead

Localization reflects a broader transformation in how Ukraine views its defense industry and its role within the international security ecosystem. The country is moving beyond emergency wartime procurement toward a more structured industrial strategy that encourages domestic manufacturing, strengthens supply chain resilience, and promotes long-term collaboration with international partners.

For foreign partners, this represents a fundamental shift. Success in Ukraine will increasingly depend on bringing advanced technologies to the market while contributing to the country’s growing industrial and innovation ecosystem. In that sense, localization offers Ukraine’s allies both the opportunity to produce together with an emerging industrial powerhouse and a path to mitigating their own supply chain vulnerabilities by sourcing components in Europe.
