What happened
The Verkhovna Rada backed bill No. 15400 in its first reading. The proposed mechanism would send all fees for processing and issuing export-control documents for military and dual-use goods to the state budget’s special fund, with the money directed to the Ministry of Defense. It sets a 50/50 split: half for purchasing, modernizing and repairing weapons and military equipment, and half for payments to Armed Forces personnel. The fees are set at 20% of the value of finished products and 30% of the value of components. The bill was prepared with the participation of the Ministry of Defense and would amend Ukraine’s Budget Code.
Why it matters
If adopted, the measure would create a dedicated budget channel linking defense-export activity to funding for Ukraine’s Armed Forces. It would direct the revenue to both equipment procurement, modernization and repair, and military compensation, supporting the government’s priority of meeting the Defense Forces’ needs.
What to watch
Parliament’s full adoption of the bill would move the earmarking mechanism toward implementation and establish the proposed revenue channel for the Ministry of Defense.
