What happened
First Deputy Prime Minister and Energy Minister Denys Shmyhal said Ukraine plans to transform UkrOboronProm into a state-owned holding company and bring other state defense assets under it. The proposal was discussed with the Ukrainian Defense Industry supervisory board and acting CEO Ivan Havryliuk. The company is also expected to complete its general-director competition and establish a full management board before or alongside the governance changes.
Why it matters
If implemented, the structure could coordinate a broader group of Ukraine’s state defense assets, including aircraft, radar equipment, ammunition and special chemicals, transport and armored vehicles, and shipbuilding. Ukrainian Defense Industry produced more than UAH 180 billion in weapons and military equipment in 2025, up from UAH 122 billion in 2024, while state contracts rose by more than 50%—figures that show the scale of the organization the proposed holding company would oversee.
What to watch
Completion of the general-director competition and establishment of a full management board would be the next governance milestone before or alongside the proposed transformation.
