What happened
General Cherry was selected for four lots in the Defense Procurement Agency of Ukraine’s procurement of fiber-optic FPV strike drones, covering 31,000 UAVs, according to the company. The manufacturer says it cannot complete the contracts or set delivery timelines because it has not received the documents governing the procedure and contract execution. The agency confirmed that General Cherry won several lots and submitted documents for contract signing on October 19, while saying contracting for the broader procurement is still underway.
Why it matters
The unresolved contracting step could delay the capability represented by the 31,000 awarded drones. The procurement uses a special procedure under paragraph 43 of Cabinet Resolution No. 1275, allowing sensitive quantities and technical characteristics to remain undisclosed. The agency says courts upheld the procedure’s legality, including the rejection of General Cherry’s challenges, and sees no legal basis to cancel and rerun the procurement.
What to watch
Whether the four awarded lots move from attempted contract execution to signed contracts, converting the reported tender result into a confirmed order.
