EU negotiates Ukraine’s possible access to protected Govsatcom satellite communications

As of Published

What happened

European Commission representatives said the Commission is negotiating with Ukraine on joining Govsatcom, the EU’s protected satellite communications system for governmental and security needs. Govsatcom has operated since January 2026 and is planned to add commercial satellite services in early 2027. An EC spokesperson said those services could potentially support military use.

Why it matters

If the negotiations result in access, Govsatcom could give Ukraine another protected satellite communications pathway while the EU develops its longer-term IRIS² system. IRIS² is planned to deploy 348 satellites, with full operations expected no earlier than 2029, making Govsatcom a possible interim mechanism.

What to watch

Watch for the negotiations to result in Ukrainian access to Govsatcom, potentially through the commercial satellite capacity planned for early 2027.
