What happened
Ukrainian defense company December1 and Lithuanian drone developer Pekkla have signed a memorandum to create a joint venture in Lithuania. The partners plan to begin producing December1’s Damba electronic warfare system in 2027 through Lithuania’s Build with Ukraine program, with the finished systems intended for the Ukrainian Armed Forces. Pekkla will provide production infrastructure, regulatory support and local engineering personnel, while December1 will contribute its technical expertise.
Why it matters
The agreement creates a Lithuania-based production pathway for a Ukrainian-designed electronic warfare and counter-drone system, combining local infrastructure and engineering capacity with December1’s technical expertise. December1 says Damba is widely used in Ukraine, with thousands of systems installed on front lines and at critical-infrastructure sites. The company also says the system can counter FPV, reconnaissance and Shahed-type drones at distances of up to 50 kilometers.
